What is IT Park?

Uzbekistan's Premier Tech Special Economic Zone

IT Park Uzbekistan is a state-backed special economic zone established in 2019 under Presidential Decree PP-4400. It offers registered tech companies one of the most competitive tax environments in Central Asia — no corporate profit tax, no VAT on qualifying IT services, and significantly reduced social contributions.

As of 2025, IT Park hosts over 800 resident companies from 40+ countries, including operations from the UAE, Russia, Europe, and the United States. The zone provides access to Uzbekistan's large pool of engineering talent, low operational costs, and a growing domestic tech market of 35+ million people.

KADIR LAW has guided founders through the full registration process — from the initial eligibility assessment through to the resident certificate, work permits, and operational setup.

How It Works

The Registration Process
Step by Step

1

Day 1–3

Eligibility Assessment & Strategy

We review your business model, revenue structure, and team composition to confirm eligibility for IT Park residency and the applicable tax exemptions. We identify the optimal company structure — whether a new LLC or restructuring an existing entity — and map out the full timeline and costs.

2

Day 4–10

Company Registration & Document Package

We prepare and file all incorporation documents with the Ministry of Justice — charter, founder resolutions, and statutory documents. Simultaneously, we compile the IT Park application package: business plan, service description, revenue projections, and supporting materials tailored to IT Park's evaluation criteria.

3

Day 10–25

IT Park Review & Resident Certificate

We submit the application to IT Park's management company and remain the single point of contact throughout the review process. We handle all follow-up requests, clarifications, and document supplements. Upon approval, your company receives the resident certificate activating all tax exemptions.

4

Parallel Track

Work Permits & Immigration for Your Team

We process B-4 IT Visas and work permits for founders and key technical staff concurrently with the IT Park application. For companies relocating a full team, we coordinate bulk permit applications and provide relocation support including bank account setup and residency registration.

5

Day 25–30

Operational Setup & Ongoing Compliance

We assist with corporate bank account opening, contract templates structured to preserve tax exemptions, IP assignment agreements for your team, and the quarterly compliance reporting required to maintain resident status. You can be fully operational within 30 days of our first consultation.

Case Study

B2

B2B SaaS Company — Dubai, UAE

12-person team · Previously incorporated in FreeZone UAE

A UAE-based SaaS startup approached KADIR LAW in early 2025. The founders — two Georgian nationals and one Ukrainian — were looking to reduce their operational costs while maintaining access to international clients. Their monthly payroll in Dubai had become the primary pressure point.

We structured a dual-entity setup: the UAE holding company remained in place for client contracts and international revenue, while a new Uzbekistan IT Park resident LLC was established as the operational entity for development and support. This preserved existing client relationships while reducing effective employer tax burden by approximately 40%.

Work permits for 8 technical staff and the two founding directors were processed within 3 weeks. The IT Park resident certificate was issued 22 working days after application submission. The company was fully operational in Tashkent within 35 days of our engagement.
